Jo Coenen ontwierp het stedenbouwkundige plan voor het gebied Smalle Haven. Naast Jeanne Dekkers, Bert Dirrix, Aartsen en partners en Neave Brown, ontwierp hij hier de Vestedatoren en deze schilbebouwing.
Kenmerkend voor zijn werk is de aandacht voor stedenbouw en zijn gebruik van plint, horizontale banden, colonnades en vides.
